Nuuskommentaar: Municipal IQ se indeks wys hoe privaatsektor kan bydra

Die jaarlikse indeks van munisipale prestasie wat pas deur Municipal IQ bekend gemaak is, lewer verskeie verrassings op. Min mense sou byvoorbeeld na Johannesburg se krisis met munisipale rekenings verwag dat hierdie metro beter as Kaapstad sou vaar. Trouens, Kaapstad vaar ook swakker as Ethikwini.

Dat Mangaung, met Bloemfontein as die hoofsetel, swak onder die metro’s vaar, kom egter vir niemand as verrassing nie.

Dit moet in gedagte gehou word dat Municipal IQ na ander kriteria kyk as die Ouditeur-generaal, en per capita-besteding speel by Municipal IQ ‘n belangrike rol. As finansiële hoofstad gee dit aan Johannesburg ‘n bepaalde voorsprong bo Kaapstad.

Nogtans kom dit vir niemand as verrassing nie dat die grootste gros toppresteerders onder die plaaslike munisipaliteite in die Wes-Kaap geleë is. Maar selfs dit sal ‘n paar wenkbroue laat lig, soos om te sien dat Beaufort-Wes beter as Stellenbosch vaar. In die Vrystaat sal die Ouditeur-generaal stellig ook stik om te sien dat Matjhabeng by Welkom soveel beter vaar as Dihlabeng by Bethlehem wie se sake die afgelope jare aanmerklik verbeter het, terwyl Matjhabeng skynbaar onkeerbaar die kreeftegang gaan.

Ongelukkig kan veel meer uit die swak prestasies as die goeie prestasies afgelei word. So is al die plaaslike munisipaliteite in Municipal IQ se rooi lys – die swakstes – in die Oos-Kaap en KwaZulu-Natal.

Die tweede swakste kategorie, die geel lys, word steeds deur Oos-Kaapse en KwaZulu-Natalse munisipaliteite oorheers, maar ‘n paar van Limpopo, Noordwes en een van die Vrystaat het ook ingeglip.

Die verassing hier is die munisipaliteite wat nié by die rooi en geel lys ingesluit is nie, en die weglating van Ngwathe met Parys as hoofsetel maak nie veel sin nie na omtrent alles onlangs in duie gestort het. Trouens, hy vaar beter as Polokwane, Limpopo se hoofstad wat talle wenkbroue sal laat lig.

Dit blyk ook duidelik dat die impak van swak owerheidsbestuur op kleiner munisipaliteite groter is op die plasing op Municipal IQ se indeks as op die groter munisipaliteite. In groter stede is die munisipale aandeel relatief kleiner, en dit word deur provinsiale en sentrale regeringsdepartemente versterk om die munisipale owerheid se aandeel minder verwoestend op die indeks te maak. By kleiner munisipaliteite is die munisipale owerhede se aandeel relatief groter, en is daar ‘n groter verwantskap tussen dit wat die Ouditeur-generaal van so ‘n munisipaliteit dink, en die plasing daarvan op Municipal IQ se posisie.

So beskou, is die indeks ‘n groot bron van kommer, en is ‘n munisipaliteit se posisie op die groen lys nie ‘n aanduiding dat sake goed gaan nie. In teendeel, dit is uiters kommerwekkend. Mangaung, wat gereeld die nuus haal oor munisipale dienste wat ernstig haper, chaos met sy kragverspreider se rekenings, watervoorsiening wat periodiek groot krisisse beleef, en berigte van astronomiese skuld aan onder meer Eskom, vaar onder die metro’s swak, soos verwag sal word. Nogtans haal dit 68.2 punte op Municipal IQ se lys. Onder die distriksmunisipaliteite vaar net die Weskus egter beter, en onder die plaaslike munisipaliteite net vyf, almal in die Wes-Kaap.

Dit beteken dat dit bitter moeilik is om tot enige ander gevolgtrekking te kom as dat veel meer munisipaliteite as dié op die rooi- en geel lyste kniediep in die knoffel is.

Dit beteken voorts dat die krisisse wat die ANC se kaderontplooiingsbeleid weens ‘n gebrek aan kundigheid op provinsiale vlak teweeg gebring het sodat sommige provinsiale regeringsdepartemente onder administrasie geplaas is, in die oortreffende trap op munisipaliteite van toepassing is.

Die silwer randjie is dat daar in die lys volop uitsonderings is waar die privaat sektor munisipaliteite se posisie op Municipal IQ se indeks veel hoër laat beland as wat die geval sou wees as net die vertoning van die owerheidsektor gemeet is. Parys is waarskynlik so ‘n oorpresteerder waar belastingbetalers die noue oprol. Een van die kriteria wat gemeet word is armoedevlakke – iets waarin die privaat sektor ‘n groot rol kan speel. Die ander kriteria wat gemeet word, soos toegang tot basiese dienste en infrastruktuur, finansiële bestuur, bestedingsyfers en vakante poste in munisipaliteite, is sake waaraan die privaat sektor min kan doen en is daar gevolglik veel om op die owerhede se brood te smeer.
